Draft Amendment to the 2021 TIP Highway List released for Public Review

The FCTPO released a Draft Amendment to the 2021 TIP Highway Project list on July 27, 2021. The Draft Amendment will be available for a 21-day public review and comment period from Friday, July 30 through Thursday, August 19, 2021. Comments on the Draft Amendment can be submitted in writing to lscarbrough@frcog.org or FRCOG, 12 Olive Street, Suite 2, Greenfield MA 01301.

Shelburne Falls Rapid Recovery Plan

Through a grant from the MA Department of Housing & Community Development (DHCD), FRCOG is working with the Towns of Buckland and Shelburne and with community partner Greater Shelburne Falls Area Business Association to develop the Village of Shelburne Falls Rapid Recovery Plan (RRP). The purpose of the RRP is to develop action-oriented projects to help the Village recover from the economic impacts of the COVID-19 pandemic. The towns of Greenfield, Montague, Northfield and Sunderland are also participating in this DHCD program. For more information, click here.

Preventing tick and mosquito bites: using insect repellents safely

Summer Health Information from the Cooperative Public Health Service Health District:  

Insect repellent helps reduce your exposure to tick and mosquito bites that may carry diseases, and allows you to continue to play, work, and enjoy the outdoors with a lower risk of disease. Use repellent when you go outdoors – especially if you go out from dusk to dawn when disease-carrying mosquitoes are most active, or if you are going into tall grass or wooded areas where ticks may climb aboard as you walk by.

Use EPA-registered insect repellents, such as those containing DEET. DEET has been available to the general public since 1957 and has a strong safety record. The American Academy of Pediatrics has approved the use of DEET on children over 2 months old. Use the EPA search tool to find the repellent that’s right for you and your family: https://www.epa.gov/insect-repellents/find-repellent-right-you When you buy a product, look for the EPA registration number at the bottom of the label to ensure it’s been approved for use by the EPA.

Tips for using repellent:

  • Always follow the product label instructions.
  • Choose a repellent that provides protection for the amount of time that you will be outdoors. A product with a higher percentage of active ingredient is a good choice if you will be outdoors for several hours while a product with a lower concentration can be used if time outdoors will be limited.
  • Use the lowest concentration you have found to be personally effective, and apply just enough to cover exposed skin and/or clothing. If biting insects do not respond to a thin film of repellent, then apply a bit more.
  • Apply only to exposed skin and clothing, not to skin under clothing.
  • Do not apply near eyes and mouth. Apply sparingly around ears.
  • Do not spray directly into face; spray on hands first and then apply to face.
  • Never use repellents over cuts, wounds, or irritated skin.
  • Do not spray in enclosed areas or near food, and avoid breathing a spray product.
  • If you are also using sunscreen, apply sunscreen first and insect repellent second.
  • Do not allow young children to apply insect repellent to themselves; have an adult do it for them. Do not apply to children’s hands.
  • After returning indoors, wash treated skin and clothes with soap and water.
  • Store insect repellents safely out of the reach of children.
  • If you are concerned about using insect repellents, consult your health care provider for advice.

Public Review of the Draft Mohawk Trail Woodlands Partnership Recreation Map and Inventory

Through a grant from the Massachusetts Department of Conservation for the Mohawk Trail Woodlands Partnership area, the Berkshire Regional Planning Commission (BRPC) and the Franklin Region Council of Governments (FRCOG) are developing an inventory and online map of the recreational assets in the 21-town partnership area. At this time, BRPC and FRCOG are looking for feedback on the draft inventory and map, which are available in the following links.

Northfield and Warwick MVP / HMP Listening Session & Public Comment Period

Listening Session, May 27, 2021 6:00 – 7:00 p.m.

The towns of Northfield and Warwick, with the Franklin Regional Council of Governments, is hosting a public listening session to review key findings and priority actions that have come out of over a year of stakeholder outreach and virtual workshops. Both towns are seeking to become designated as a Municipal Vulnerability Preparedness (MVP) communities through the MA Executive Office of Energy and Environmental Affairs’ (EEA) MVP Program. Four Community Resilience Building workshops were held virtually in February and March to discuss impacts of climate change, identify the towns’ top hazards of concern, review current strengths and vulnerabilities, and brainstorm actions to increase resiliency in three categories – infrastructure, society, and environment. By becoming a designated MVP community, both towns will be eligible to apply for MVP Action Grants to pursue identified action items.

The process will also result in an updated Hazard Mitigation Plan for each town. Once the plan is approved by FEMA and MEMA, both towns will also be able to apply for hazard mitigation funding from those agencies.

Franklin County Regional Pollinator Action Plan Workshop

The Franklin Regional Council of Governments (FRCOG) will host a Franklin County Pollinator Planning workshop on Thursday, May 20th at 2:00 p.m. The workshop will be an opportunity to discuss strategies and opportunities for expanding pollinator habitat across the county and reflect on lessons learned from the work FRCOG has been doing with 8 partnering towns: Greenfield, Heath, Shelburne, Conway, Bernardston, Montague, Wendell, and Orange. The Franklin County workshop will also be an opportunity for anyone who missed the town workshops to join the pollinator habitat discussion.  Pre-register for the zoom meeting via the registration link.

With funding from an Executive Office of Energy and Environmental Affairs (EEA) Planning Grant, FRCOG is working to map local pollinator habitat and resource areas and identify corridor linkages, recommend updates to local land-use regulations to include requirements for native plantings for development and pollinator-friendly landscape management practices, and create a Pollinator Habitat Corridor Implementation Toolkit.  The plan will be expandable so that with additional funding and interest from other Franklin County towns, regional pollinator corridors can be expanded across the county.  Local-level strategies such as these are critically needed to respond to climate change, habitat loss, and declining populations of wild, native pollinator species.  The sustainability of our local ecosystems, farms, and food systems is linked to pollinators.

The Franklin County Transportation Planning Organization (FCTPO) reviewed and released a budget reallocation to the Franklin 2021 Unified Planning Work Program (UPWP) for a 21-day public review and comment period on April 27, 2021. This comment period will run from April 30 through May 21, 2021. Public comments should be submitted in writing to Maureen Mullaney at mmullaney@frcog.org.
