The Comprehensive Economic Development Strategy (CEDS) Program contributes to economic development in Franklin County through a locally-based, regionally-driven economic development planning process. Economic development planning as implemented through the CEDS serves as a means to engage community leaders, leverage the involvement of the private sector, and establish a strategic blueprint for regional collaboration.
Funding for the CEDS program comes primarily via grants through the U.S. Economic Development Administration.
The 2020-2025 Franklin County CEDS Plan was completed under the guidance of the CEDS Committee in June 2020. This five-year plan uses the EDA framework and serves as a roadmap for the FRCOG and its partners to foster an environment in Franklin County that cultivates business and job growth and enhances opportunity for all.

The 2022 CEDS Annual Performance Report is the second of four annual reports based on this plan. The annual performance report was released in June 2022.
