The Transportation Improvement Program (TIP) is a prioritized, multi-year program for the implementation of transportation improvement projects in the Franklin region. Any project intended to receive federal transportation funds must, by federal regulation, be listed in an improvement program that includes broad public participation. The TIP is drafted each year and includes detailed project evaluations that take into account needs, community support, additional benefits, project readiness, and funding availability. The TIP is an expression of intent to implement the listed projects. A final commitment of funds for each of the projects has not been issued.

Details

The FRCOG planning staff works closely with the MassDOT Office of Transportation Planning (OTP), the MassDOT Highway Districts 1 and 2, and the Franklin County Transportation Planning Organization (FCTPO) to ensure that these prioritized TIP projects are advertised and funded. Projects on the TIP were solicited from Franklin County municipal officials, MassDOT Highway Districts 1 and 2, the Franklin Regional Transit Authority, and the Franklin Regional Planning Board.

The FCTPO endorsed the 2023-2027 TIP on May 26, 2022, following a 21-day public comment period. This TIP will be in effect from October 1, 2022, through September 31, 2023.  Amendment #1 was endorsed on October 25th, 2022.  Amendment #2 was endorsed on February 28, 2023.  Amendment #3 was endorsed on April 25, 2023.  Amendment #4 was endorsed on June 27, 2023.  The endorsed 2023-2027 TIP documents are available through the Publications links below.

The FCTPO released Draft Amendment #5 to the 2023 Transit TIP on June 27, 2023. There will be a 21-day period for public review and comment from Monday, July 3 through Monday, July 24, 2023.  A link to the draft Amendment #5 is available under the Transportation Improvement Program Documents link below.
