The Transportation Improvement Program (TIP) is a prioritized, multi-year program for the implementation of transportation improvement projects in the Franklin region. Any project intended to receive federal transportation funds must, by federal regulation, be listed in an improvement program that includes broad public participation. The TIP is drafted each year and includes detailed project evaluations that take into account needs, community support, additional benefits, project readiness, and funding availability. The TIP is an expression of intent to implement the listed projects. A final commitment of funds for each of the projects has not been issued.

Details

The FRCOG planning staff works closely with the MassDOT Office of Transportation Planning (OTP), the MassDOT Highway Districts 1 and 2, and the Franklin County Transportation Planning Organization (FCTPO) to ensure that the prioritized TIP projects are advertised and funded. Projects on the TIP were solicited from Franklin County municipal officials, MassDOT Highway Districts 1 and 2, the Franklin Regional Transit Authority, and the Franklin Regional Planning Board.

The FCTPO endorsed the 2024-2028 TIP on May 23, 2023, following a 21-day public comment period. This TIP will be in effect from October 1, 2023, through September 31, 2024.  An adjustment to the 2024 TIP Transit Project List was approved by the FCTPO on November 28, 2023.  Amendment #1 was endorsed on February 27, 2024. On April 23, 2024, the FCTPO released Amendment #3 to the 2024-2028 TIP Highway Project list for a 21-day public review and comment period which will be held from April 26 through May 17, 2024. The Draft Highway Project List Amendment is available for review at the links below. Also on April 23, 2024, the FCTPO released the Draft 2025-2029 Transportation Improvement Program for a 21-day public review and comment period. Following the comment period, the Draft 2025-2029 TIP will be presented to the FCTPO for endorsement on May 28, 2024, after which it will take effect on October 1, 2024.
