This report updated the Environmental Justice Areas in Franklin County, as effective transportation decision-making depends upon understanding and properly addressing the unique needs of different socioeconomic groups. Environmental justice populations are particularly important as they are often underrepresented in the planning process.

The second task of this report was to examine the geographic distribution of recommended highway funding and projects across Franklin County with respect to two
different categories of populations: minorities and low income populations. The analysis found that there is not a disparate distribution of funds or distribution of the number of projects to communities in the region based on minority or income status. The report found that, in fact, more highway projects and project funding are located inside Environmental Justice (EJ) areas than in the rest of the Franklin County.
